Volga-Dnepr Airlines, a Russia-based cargo airline, has initiated legal proceedings to recover its Antonov An-124 which was confiscated by the Canadian Government.

The aircraft, registered as RA-82078, landed at Toronto Pearson International Airport (YYZ) on February 27, 2022, three days after Russia invaded Ukraine. Due to sanctions imposed on Russia, the aircraft has been unable to leave YYZ ever since.

鈥淩emember that the airline was operating a humanitarian flight commissioned by the Government of Canada with 475 cubic meters/60,900 kg of COVID-19 test kits from China,鈥 Volga-Dnepr Airlines said, adding that the aircraft was prevented from leaving Canadian airspace 鈥渄ue to the spread of a newly issued NOTAM prohibiting Russian airlines from using Canadian airspace鈥.

As such, the carrier has now sent 鈥渁n official notice informing Canada of the existence of a dispute between the company and the country in connection with the illegal seizure of the An-124-100 cargo aircraft, and also invites the country’s authorities to resolve the dispute amicably in accordance with Article 9 of the agreement between the USSR and Canada on the Encouragement and Reciprocal Protection of Investments, November 20, 1989鈥.

Volga-Dnepr Airlines said that if both sides fail to resolve 鈥渢he dispute鈥 within six months, it will 鈥渇ormally initiate arbitration鈥. However, it emphasized that 鈥淰olga-Dnepr remains open to negotiations with Canadian representatives to resolve the issue and return the aircraft鈥.

In April 2023, Denys Shmyhal, the Prime Minister of Ukraine, announced that he and his Canadian counterpart, Justin Trudeau, agreed the aircraft would be given over to Ukraine.

The Canadian government officially seized the aircraft in June 2023, with Melanie Joly, the Minister of Foreign Affairs of Canada, saying that the country was 鈥渟ending a clear message to the Russian regime that there will be nowhere left to hide for those who support and profit from the Kremlin精东影业 war of aggression鈥.

鈥淐anada has been there to support Ukraine精东影业 fight for freedom since day one and we will continue to be there through their victory to aid in their reconstruction efforts,鈥 Joly added.

The Government of Canada has ordered the seizure of a Russian-registered cargo aircraft grounded at Toronto Pearson Airport, with plans to transfer it to Ukraine.

The seizure is being carried out as part of Canada’s response to Russia’s full-scale invasion of Ukraine that commenced on February 24, 2022.

The targeted aircraft is an Antonov An-124 belonging to the Volga-Dnepr Group. The aircraft, registered as RA-82078, has been stuck at Toronto Pearson International Airport (YYZ) since February 27, 2022, according to ch-aviation.com data.

Volga-Dnepr Group and its cargo subsidiary Volga-Dnepr Airlines recently faced sanctions imposed by Canada, due to the company’s participation in the invasion of Ukraine.

鈥淭oday, Canada is sending a clear message to the Russian regime that there will be nowhere left to hide for those who support and profit from the Kremlin精东影业 war of aggression,” M茅lanie Joly, Minister of Foreign Affairs said in a press release. “Canada has been there to support Ukraine精东影业 fight for freedom since day one and we will continue to be there through their victory to aid in their reconstruction efforts.鈥

The government of Canada has announced it would collaborate with the government of Ukraine in exploring various options for redistributing the seized asset. The objective is to utilize the asset for compensating victims of human rights abuses, restoring international peace and security, and contributing to the rebuilding efforts in Ukraine.

In total, Volga-Dnepr Airlines, which operates a fleet of 10 Antonov An-124 aircraft, is facing challenges with four of these planes stranded at various international airports. Aside from the aircraft seized by the Canadian government, three Ruslan planes are stuck at Leipzig/Halle Airport (LEJ) in Germany.

    The Canadian government will confiscate and transfer an Antonov An-124, nicknamed the Ruslan, to Ukraine in a fresh package of sanctions. 

    According to an announcement from Denys Shmyhal, the Prime Minister of Ukraine, the decision was made following a meeting with his Canadian counterpart Justin Trudeau and Canadian Deputy Prime Minister Christie Freeland. 

    Shmyhal has been on a visit to North America, including the United States (US) and Canada, since April 11, 2023, meeting with the Canadian Ministers on the same day. 

    The confiscation is part of fresh sanctions that were introduced by the Canadian government on April 5, 2023. The sanctions also target Volga-Dnepr Group and its two subsidiaries, Volga-Dnepr Airlines, AirBridgeCargo Airlines, and ATRAN, another Russian cargo airline whose parent company is Volga-Dnepr Group. 

    Currently, a Volga-Dnepr Group Antonov An-124 is stuck at Toronto Pearson International Airport (YYZ), registered as RA-82078, according to ch-aviation.com data, where it has been since February 27, 2022, when it arrived on a flight from Ted Stevens Anchorage International Airport (ANC), Alaska, US. 

    Russia invaded Ukraine on February 24, 2022, which resulted in heavy international sanctions being imposed on the country’s aviation sector. These sanctions have prevented Russian-registered and associated aircraft from utilizing Canadian, US and European airspace, as well as a number of other countries. 

    Overall, Volga-Dnepr Group, whose subsidiary Volga-Dnepr Airlines operates 10 Antonov An-124s, has four aircraft of the type stuck at international airports. Excluding the one currently at YYZ, three Ruslans are stuck at Leipzig/Halle Airport (LEJ), Germany. 

    Previously, a US judge ruled against AirBridgeCargo in a case where aircraft lessor BOC Aviation was seeking compensation for lease defaults on three Boeing 747-8F aircraft. Lewis J. Liman, a US District court judge from the Southern District of New York, found in favor of BOC Aviation, awarding the lessor $406.2 million. 

    While BOC Aviation managed to recover one 747-8F, two are currently parked in Russia at Moscow Sheremetyevo International Airport (SVO).

    Antonov Airlines announced that it has given new names to all aircraft in its fleet.  

    10 airplanes belonging to Ukraine精东影业 largest cargo airline will now carry the names of the country精东影业 cities most affected by Russia精东影业 ongoing Russian.  

    The change was announced on July 28, the Day of Ukrainian Statehood. 

    According to Antonov, each aircraft will bear the name of a 鈥楬ero City of Ukraine鈥, an honorary title given to the cities for resisting Russian occupation. 

    Seven Antonov An-124s were named after Bucha, Irpin, Kharkiv, Mykolaiv, Okhtyrka, Kherson and Mariupol.  

    The company精东影业 only light turboprop An-28 was named Chernihiv. Hostomel精东影业 name was given to an An-175 military transport aircraft, which operates with the company, while one recently ungrounded An-158 regional passenger transport plane now bears the name of Volnovakha. 

    The renaming was part of the 鈥淏e Brave Like Ukraine鈥 campaign. Each aircraft will be adorned with an inscription, urging people to continue to show bravery in the face of conflict, much like the country精东影业 cities. For example, the An-124-100M, registration UR82009, which was damaged in a hangar at Hostomel but is going to be repaired, will bear the inscription 鈥淏e Brave Like Mariupol鈥.

    The Central Aerohydrodynamic Institute of Russia (TsAGI) announced that it is continuing to work on the design of the new heavy transport aircraft 鈥楨lephant鈥. The aircraft could become the successor to the Antonov An-124 four-engine cargo plane.  

    According to a statement released on July 7, 2022, a group of researchers has modified the design and general configuration of the newly proposed aircraft, particularly the fuselage cross-section, in order to increase capacity for transporting bulky cargo. If the project succeeds, the new freighter will feature a maximum cargo load of 180 tons.   

    The Russian researchers examined several options for winglets fitted near the trailing edge in order to identify the best option. The experts also made some adjustments to the aircraft精东影业 wingtips to 鈥渆nsure high aerodynamic quality鈥 in-flight. Now the maximum length of the improved aircraft model reaches around 2 meters (more than 6 feet) with its wingspan reaching 1.8 meters (more than 5 feet).

    鈥淧articular attention is paid to removable wingtips of various configurations. By comparing their impact on the lift-to-drag ratio during testing, experts will be able to choose the best option,鈥 the TsAGI wrote in its statement.  

    Developers have also improved the profile of engine pylons and nacelle, making the plane suitable for new Russian turbofan engines PD-35.  

    鈥淭he project is dedicated to the research of technologies to develop a promising transport aircraft in order to replace the An-124 Ruslan heavy long-range transport aircraft. This aircraft will be designed to transport heavy and bulky cargo over a distance of about 7,000 kilometers [4,349 miles] at a speed of 850 kph [528.13 mph],鈥 the institute explained, adding that the aircraft has already performed two cycles of aircraft testing aimed at studying the aerodynamics of an aircraft at different flight speeds.  

    Testing of the new plane design is scheduled to be completed in a wind tunnel by the end of 2022.

    For many years, Antonov Airlines was one of Ukraine精东影业 great ambassadors. It is a subsidiary of the Antonov Company whose Soviet-era iteration, the Antonov Construction Bureau, manufactured some of the largest and most impressive aircraft in the world. As such, Antonov Airlines was tasked with operating those aircraft, and was admired by people who knew a thing or two about aviation.  

    However, the start of Russia精东影业 full-scale invasion of Ukraine took a heavy toll on the company. Not only did it find itself cut off from the rest of the world, the carrier精东影业 base at Hostomel Airport became one of the contested areas, and heavy battle raged there for more than a month. As a result, the world精东影业 only Antonov An-225 Mriya was destroyed, along with many of the company精东影业 other unique possessions.  

    Dmytro Antonov was the An-225精东影业 captain, and the chief pilot at Antonov Airlines. He flew the entire range of the company精东影业 airplanes including the An-124 Ruslan, which, after Mriya精东影业 demise, holds the title of the world精东影业 heaviest aircraft.  

    While he says he is not related to the founder of the Antonov Construction Bureau Oleg Antonov, (Antonov is a fairly common name in Ukraine), Dmytro became the face of the company, not least due to his presence on social media. Between making videos for YouTube and flying the world精东影业 most impressive aircraft, he also holds a senior position at Antonov Company.  

    But he found time to talk to 精东影业. Here, he tells us about the company, its plans, and his own views on aviation. 

    精东影业: What is the most pressing issue for Antonov Airlines? 

    Dmytro Antonov: I think the most important task is to reconstruct the infrastructure at Hostomel Airport. It is very important. We have to restore the office of our airline because it is completely destroyed. Now we have temporary offices at Leipzig Airport, but the main office should be in Kyiv, and we are working on it. Also, we have Antonov An-124s that fly all around the world, we have to think how to arrange their work so that they bring profit to the company. Finally, we have two An-124s that stayed in Ukraine, and we have to repair them as soon as possible, so they could join the other aircraft.  

    The damage to the office building, as you show in your videos, is severe. How difficult is it going to be to rebuild the company and the base at Hostomel? 

    We are actively working on it. Some documents were destroyed, although some of them can still be found. We have one advantage though. We belong to the company which manufactures our aircraft. This situation helps us a lot. Also, thankfully, we live in a modern world. A lot of information was digitized and stored away from Hostomel. So, restoration is possible and it is already going on. Everything is going to be restored, and we are going to return to our regular work. Right now we are in a transitional state, and it is quite difficult. 

    The rest of the infrastructure also took quite a beating. The hangars, for example. Are you working on restoring them? 

    Hostomel was liberated at the very end of March. April 1 was the first day we could get there. Since then, the de-mining operation has been going on. It was very difficult. There were a lot of 鈥榞oods鈥 here, even now minesweepers are still working. At the same time, an investigation is being conducted, it is slowing down the process of the reconstruction as well. But at the end of April, despite the investigation, we were allowed to start working. We started clearing the territory, that’s how we found some documents that were scattered around. In the beginning of May a decision was taken to start restoring the concrete hangar and to disassemble the roof above Mriya so that it would not collapse. Later, when the Mriya itself is extracted from there, we will start reconstructing the place.  

    Also, we have presented an idea to the management to start a large-scale project to reconstruct the airport精东影业 infrastructure, find investors and decide on the technologies that could be implemented. We could build a new cargo terminal, and a small passenger terminal for low-cost airlines with all the adjacent infrastructure for passenger service. On top of that, the base of our company has to be brought back, and the base for testing our aircraft. The project is going to be large. 

    And what about the fleet, what is its state? 

    Talking about aircraft that remained at Hostomel, some of them were destroyed. Antonov An-26, of which we had only one, An-74, and of course the An-225, the biggest one. Completely destroyed. As for the damaged aircraft, a decision to restore them has to be taken. Currently we have five airplanes outside of the country. They are conducting flights as usual. 

    Talking about the An-225 Mriya, there is a lot of buzz about rebuilding it. What is the state of this project? 

    We all have seen the pictures of the Mriya, it is completely destroyed. Now we have to decide which parts of it we can use for its next life. We have to make a step-by-step plan for building the second Mriya. Also, now, before the war ends, we have to start working with potential hardware vendors. We need to calculate the cost of all the equipment that will be installed on the Mriya-2, the cost of the work we are going to put into it. And also, we have to find a permanent advertising company which could inform the whole world about this situation, and also our plans for the second Mriya. And also, we have to create an investment fund to build the new aircraft. It should be done after we already have a plan what to do and how much it is going to cost, and all the steps of this long journey are going to be clear. The work is not going to be quick, it will take years, but we have to start right now.  

    The airframe of the second An-225 was almost finished a few decades ago, and some people assume that it is going to be used for restoration. What is the status of that? 

    Here is what I can tell you about this. Right now, we are evaluating what parts of the old Mriya can be transferred and used on the second one. The second airframe exists, although we can鈥檛 talk about its whereabouts right now. What is its state and how much of it has been finished, I really don鈥檛 know. I only saw the video footage of it, filmed a while ago. I think the details about it can only be published after the end of the war. What I can say right now, is that a lot of work has to be done to even start this project. There are a lot of possibilities, and everybody knows that we are going to do it no matter what. It is confirmed at the highest political level, so, things are in motion.  

    Now potential suppliers of the equipment have to be found. Some say that we can鈥檛 rebuild her alone, and that is true. We are not going to do it alone. We understand that this project can only be carried out with the help of people from all around the world. A special team has to be created for this project. Before the war ends, we have to have the plan, decide on the equipment, calculate the costs. Right now, the figures in official and unofficial sources vary a lot, almost four times over. And the sums are enormous. So, before we start, we have to deal with that, we have to have a clear understanding of the exact cost. It is going to be very important if we want to attract investors.  

    For many years, the question of finishing the second airframe has been raised. There were negotiations with companies from China, India, and Europe. Can some of that groundwork be used now? 

    There were some talks. But 鈥榯o promise does not mean to marry鈥, as the saying goes. Nowadays it is very popular to remember the negotiations with China. I think mainly because the Chinese once bought an old bowl from us, and said they are going to make a casino out of it. Turns out, the bowl somehow turned into an aircraft carrier [Chinese aircraft carrier Liaoning was purchased from Ukraine in 1998 under false pretense of turning its hulk into a floating casino 鈥 精东影业]. The talks about Mriya often appear in this context. The Chinese said they want to finish building the An-225 at their own facilities. But it is impossible to transfer the airframe. It can only be finished here, there is no alternative. So, the talks went nowhere. And the real investor never appeared. As soon as you mention the sums involved, any enthusiasm disappears. Even Bill Gates would probably lose his desire to work on this project. We also have to understand that previously there was a lot of corruption involved. Even now it exists, despite the fact that they are fighting it very heavily. A lot of money that was intended for something simply disappeared between the investor and the product.  

    So, all these talks probably were empty, and nobody really wanted to take this project on. And we did not want to do it because the original Mriya was around. Here is a well-known fact: Mriya had five times less flight hours than An-124 Ruslans through the same period. She was irreplaceable because she could carry unique payloads, and often did. But the number of those unique payloads was many times smaller than the payloads for An-124s. So, the question of building a second one was never raised seriously. 

    And now this question once again became important, because there is a need in such an aircraft. In part, because of those unique payloads. In part, because of the wonderful space projects that might happen one day [the An-225 was built with the capability to act as an aerial launch platform for spacecraft精东影业]. And of course, because it is a symbol of Ukraine, a symbol of the new Ukraine. I think this is the main reason to take on this job, and we can鈥檛 consider it only on economic terms. I think this project can be considered in the same vein as all the others that had a political meaning and were done for prestige. The US space exploration program in the 1960s, is a great example of that. The Moon landings. The cost of Saturn [V rockets] was insane, they flew to the Moon, the goal was achieved. Nobody ever asked if it was profitable. Of course, that was unprofitable. But the country showed that it can do this. We have to show that we, together with the whole world, can do our project as well.  

    Coming back to the technical side, how similar you think the second Mriya is going to be to the first one? How much is going to be modernized? 

    I presume, to minimize the investments, to reduce the effort of building and testing it, on the outside she has to be an exact copy of the first Mriya. I think even our engineers do not have any doubts about that. And what concerns modernization of the insides, the components that do not affect her aerodynamics, of course we can do a lot. Many interesting ideas have appeared in recent times. The most modern equipment has to be installed. The latest aircraft 鈥 Boeing 787 Dreamliner, Airbus A380, A350 鈥 their technology has to be taken into consideration. We have to start working with Airbus, Boeing, Bombardier, Embraer. We have to look for solutions, we have to show them what a wonderful project this is, that Ukraine, which itself wants to be a renewed nation, wants to rebuild such an amazing plane.

    An Antonov An-124 suffered a runway excursion at Guarulhos Airport (GRU) in S茫o Paulo, Brazil, early on May 11, 2021. 

    The plane, registered UR-82007 and belonging to Antonov Airlines, was operating flight ADB3829 from Dallas Fort Worth International Airport (DFW) United States with a stopover at Paramaribo Zanderij International Airport (PDB) in Suriname. The freighter was transporting 60 tons of medical aid to help the fight against COVID-19. The flight was an initiative from the US Department of State.

    At the time of the landing, air traffic control reported low visibility because of fog. The An-124 touched down on runway 09L, but could not stop in time. It ended its course in the soft ground. The airport had to close the runway for about two hours while the massive freighter was being towed. 

    The incident did not cause any injuries or damage to the aircraft. In the evening of the same day, the An-124 took off for Espargos Amilcar Cabral International Airport (SID) in Cape Verde. The Brazilian Aeronautical Accidents Investigation and Prevention Center opened an investigation.

    With up to 150 tonnes of payload, the An-124-100M Ruslan aircraft is one of the largest transport aircraft in the world, second only to the unique 250-tonne payload An-225 Mriya, also operated by Antonov Airlines.

    In December 2020, the Russian air carrier Volga-Dnepr Airlines grounded its eight Antonov An-124 freighters for about a month after a serious engine incident.

    As part of a series of training flights, six An-124-100 Ruslan strategic military transport aircraft of the Russian Aerospace Forces flew in formation on January 15, 2020. Such a large deployment of the gigantic aircraft is a world精东影业 first.

    The fleet belonged to the 566th Military Transport Aviation Regiment, located at Seshcha Air Base, southwest of Moscow, from which the aircraft took off. The exercise involved personnel from the Seshcha and Tver military transport aviation regiments.

    鈥淭he purpose of the training flights was to improve the skills of young crews of the An-124-100 Ruslan military transport aircraft in the simultaneous transfer of personnel of military units with standard weapons and military equipment over long distances,鈥 explained the Russian Ministry of Defense in a statement. The exercise was carried out over 600 kilometers (370 miles) in adverse weather conditions, with precipitation, low clouds, and strong winds reported.

    With up to 150 tonnes of payload, the An-124-100 Ruslan aircraft is one of the largest transport aircraft in the world, second only to the unique 250-tonne payload An-225 Mriya operated by Antonov Airlines. Eight units of armored vehicles or up to 500 personnel can fit in the hold of the Ruslan, which can fly a distance of over 7,000 kilometers (4,300 miles).

    The Russian air carrier Volga-Dnepr Airlines is restarting its commercial operations with An-124-100 freighters. The airline精东影业 whole fleet of the aircraft type was grounded following a runway excursion incident. 

    On December 29, 2020, the airline announced that the first Antonov An-124 cargo aircraft has already run necessary technical checks and is ready for takeoff for commercial operations. The air carrier outlined that it will step into individual negotiations with its customers regarding the returning to service and the availability of An-124s.

    鈥淚t appears that we have been able to restart our An-124-100 operations before the end of this year. We are in the process of the diligent execution of the service directives, the technical checks are on the right track,鈥 said Konstantin Vekshin, the Chief Commercial Director of Volga-Dnepr Group in a statement.

    鈥淎s expected, our first An-124-100 is back in the air again. The ultimate return will be incremental and we will still take our time to follow the guidelines reflected in the service directives,鈥 noted Vekshkin.

    The Volga-Dnepr grounded its eight out of twelve Antonov An-124 freighters after a serious engine incident on November 26, 2020. The immobilization posed a problem as freight transport capacities are already barely sufficient during the ongoing COVID-19 pandemic.

    The incident occurred on November 13, 2020. The Antonov An-124-100 freighter, registered as RA-82042, took off from Novosibirsk-Tolmachevo Airport (OVB) on its way to Wien-Schwechat International Airport (VIE). It was carrying 14 people and 84 tons of automotive spare parts.

    During takeoff, the plane suffered what appeared to be an uncontained failure of the No. 2 engine. Following a preliminary investigation, Rosaviatsia found out that debris damaged the wiring and cut off the power supply, resulting in loss of communications, all electrical systems and instruments, brakes, and thrust reversers. The flight crew decided to go around and land back in Novosibirsk. Upon landing in the departure airport, the aircraft suffered a runway excursion and its nose landing gear collapsed.
