The chief of Manila International Airport精东影业 (MNL) Office for Transportation Security (OTS) has handed in his resignation following a string of highly publicized passenger theft cases.

reported that during the Philippine senate budget deliberations on September 26, 2023, House Speaker Martin Romualdez declared that he will block the OTS鈥 request of PHP 214 Billion ($3.76 Billion) for its 2024 budget unless its head, Maria O. Aplasca, quits.

During the senate deliberations, the Department of Transportation精东影业 secretary Jaime Bautista revealed that a total of 19 screening officers have been fired from MNL airport over passenger theft cases.

One of the theft incidents is the highly publicized September 8, 2023 case of an airport security staff caught on CCTV swallowing a wad of $300 notes taken from a passenger精东影业 wallet.

The latest case, dating just September 25, 2023, is of another security staff seen on surveillance camera from a departing passenger精东影业 bag.

In March 2023, airport officials said it will intensify its airport security measures after security officers were seen, on separate incidents, stealing cash and a watch from departing passengers.

One of the measures it implemented was a 鈥渘o pocket鈥 policy on security staff uniforms, and installing more CCTV cameras in security screening stations.

A security screening officer from Manila精东影业 Ninoy Aquino International Airport (MNL) is facing the 鈥渕aximum penalty鈥 after being caught on surveillance video swallowing $300 in cash taken from a passenger.

The alleged theft occurred on September 8, 2023 at the airport精东影业 departure area at Terminal 1.

A departing Chinese traveler reported discovering his wallet open and cash missing after going through the terminal精东影业 security checkpoint.

The officers who screened the passenger were then subjected to manual inspection, where no evidence was found.

This prompted airport authorities to review CCTV footage of the security checkpoint, where a female security screening officer was found to have taken and swallowed three US $100 bills, downing the evidence with a bottle of water.

The suspect, identified as Tyrone Bennet, an American, arrived at MNL airport on September 14, 2023.

It is alleged that Bennet did not pay his cab fare to the airport, which prompted the cab driver to chase him. Bennet then dodged past security checks at the airport entrance, where airport security attempted to stop him.

Bennet was captured on video throwing punches at one of the uniformed airport security staff.

According to local media, Bennet was charged with violation of the Philippine Revised Penal Code精东影业 Article 151 for resistance and disobedience to a person in authority; Article 155 for alarm and scandal; Article 148 for direct assault and Article 263 for physical injuries.

Authorities at Manila精东影业 Ninoy Aquino International Airport (MNL) said that it will amplify its security measures following a series of passenger theft incidents carried out by airport staff.

The Manila International Airport Authority (MIAA) said that it denounced the 鈥減ocketing of money and the stealing of a watch鈥 by Office for Transportation Security (OTS) Security Screening Officers in two separate incidents.

On February 22, 2023, a female security screening officer was caught on video taking cash from a Thai tourist worth P8,000 ($ 145.00) then giving it to a colleague who was manning the X-ray machine at the airport精东影业 Terminal 3.

Five screening officers were later relieved from duty after the incident.

On March 1, 2023, another airport security screening officer was arrested after security footage showed him taking a watch from a Chinese passenger at the airport精东影业 Terminal 1.

Officials said that the officer took the watch while the passenger was going through the X-ray machine for security screening.

The officer is now in the custody of the Philippine National Police Aviation Security Group for further questioning.

鈥淓ven though these people manning the screening areas are employees of the OTS and not of the MIAA, they still operate in NAIA which we administer,鈥 MIAA general manager Cesar Chiong said in a statement .

鈥淚t happened under our roof, so it is critical that we resolve these issues so as not to cause alarm among passengers and affect their confidence to travel to the Philippines. More importantly, it negates all efforts of the MIAA to improve the image of NAIA,鈥 Chiong added.

On March 2, 2023, the MIAA said that one of its measures to intensify airport security is to implement a in the uniform and jackets of security personnel.

The MIAA also ordered the installation of an additional camera above the screening machines at the transit area of the airport精东影业 Terminal 2, and also removing a film that is said to cover glass panels, obscuring the transparency of the security screening procedure.

Following a power outage at one of the Air Traffic Control (ATC) centers in the Philippines on the first day of 2023, air traffic is recovering in the country and its main international airport, Ninoy Aquino International Airport (MNL).

鈥淎t around 9:49 AM local time [GMT +8 鈥 ed. note], the Air Traffic Management Center (ATMC) which serves as the facility for controlling and overseeing all inbound and outbound flights and overflights within the Philippine airspace, went down due to power outage, resulting in loss of communication, radio, radar, and internet,鈥 Jaime Bautista, the Secretary of the Philippine Department of Transportation (DOTr), in a statement late on January 1, 2023.

At one point in time, there were zero airborne flights above the Philippines, according to flightradar24.com.

鈥淭he primary cause identified was a problem with the power supply and the degraded uninterrupted power supply which had no link to the commercial power and had to be connected to the latter manually,鈥 elaborated Bautista. Additionally, the outage was followed by a power surge which affected the ATC equipment. At 4:00 PM local time (GMT +8), the ATMC resumed partial operations and an hour and 50 minutes later, the center resumed full operations while equipment was still being worked on.

72 hours to normalize flight operations

While the power outage and subsequent technical issues lasted several hours, airlines will have to normalize their operations, which could take up to 72 hours, according to local authorities.

鈥淸Ninoy Aquino International Airport is] not really fully (operational). Prior to yesterday, we accepted about 20 arrivals per hour. Right now, we are only accepting 15 arrivals per hour but there are no limits on the departures,鈥 local media Cesar Chiong, the General Manager of the Manila International Airport Authority (MIAA) that runs MNL, as saying.

Per Chiong, the authority精东影业 previous experience with a typhoon allowed it to provide an estimate of when airlines will fully normalize their operations at MNL.

“Based on our experience in the last typhoon it will take about 72 hours for the airlines to normalize their operations, that is the estimate.鈥

Per flightradar24.com, only 5% of flights were canceled from or to Philippine airports.
