The European Union has added several well-known names from the Russian commercial aviation industry due to their participation or support in听Russia精东影业 invasion and occupation of Ukraine.听

The revised list was announced on June 24, 2024, and features Ekaterinburg-based Ural Airlines, one of Russia精东影业 largest airlines, air logistics company Volga-Dnepr, and airport operator Novaport.   

Several top managers and prominent shareholders at the Volga-Dnepr Group have also been included in the list of sanctioned individuals on account of the services the air freight operator provides to the Russian government and war industry. 

The cargo airline was also added to 听

As of June 2024, the Volga-Dnepr Group operates a fleet of 22 large cargo aircraft, including 12 Antonov An-124 鈥淩uslan鈥, five Boeing 747-8F and five IL-76TD-90VD aircraft. 

Ural Airlines has an all-Airbus fleet of 52 aircraft, including one A320 that has been stranded in a field in Siberia since September 2023 after performing an emergency landing.听

Novaport Holding has been sanctioned because some of the airports in its network have dual civilian-military use and have serviced aircraft operating flights to Simferopol International Airport (SIP) in Crimea. Novaport manages 23 airport facilities across Russia. 

While included on the sanctions list, EU member states may freeze any funds belonging to or linked to the designated entities and individuals and forbid engaging in transactions with them or making economic resources available to them. 

Canada and the United States have also recently sanctioned Russian low-cost airline and Aeroflot subsidiary Pobeda.

Volga-Dnepr Airlines, an all-cargo operator and subsidiary of the Russian airline holding company Volga-Dnepr Group, has taken the Canadian government to court. The lawsuit, filed in the Federal Court of Canada, aims to challenge the validity of Canadian sanctions imposed on the carrier as well as the subsequent confiscation of its Antonov An-124 aircraft.


By initiating legal proceedings in November 2023, as reported by , Volga-Dnepr Airlines contends that it did not play any role in Russia’s invasion of Ukraine and did not provide aviation services to Wagner Group, a Russian state-funded private military organization. The airline asserts that its inclusion on the sanctions list was an erroneous decision.


The carrier’s legal complaint also challenges the current storage conditions of its Antonov An-124, which, according to Volga-Dnepr, is currently “suffering from exposure to the elements and receiving no maintenance whatsoever,” as stated in the lawsuit.


The 28.9 year-old Antonov An-124-100-150 in question, registered as RA-82078, has been stranded at Toronto Pearson International Airport (YYZ) since February 27, 2023, after Canada barred any Russian aircraft from entering or exiting its airspace and eventually imposed sanctions on its operators. Since then, the An-124 has remained parked on the east side of YYZ airport


The Canadian government officially ordered the seizure of the Antonov An-124 in June 2023, as part of newly imposed sanctions introduced on April 5, 2023. At the time Melanie Joly, the Minister of Foreign Affairs of Canada, justified the government’s decision to seize the An-124, stating that it sent a clear message to the Russian regime. The restrictive measures on Volga-Dnepr were supposed to “put additional pressure on Russia to stop its illegal war against Ukraine by straining its economic system and limiting resources that fuel the war.”


The Canadian sanctions targeted not only Volga-Dnepr Airlines but also its parent company, Volga-Dnepr Group, and its two subsidiaries, AirBridgeCargo Airlines and a Moscow-based cargo carrier ATRAN.


According to the Ch-aviation.com , Volga-Dnepr Group has ten An-124s in its fleet, four of which, including the RA-82078, are stranded at international airports.

The Government of Canada has ordered the seizure of a Russian-registered cargo aircraft grounded at Toronto Pearson Airport, with plans to transfer it to Ukraine.

The seizure is being carried out as part of Canada’s response to Russia’s full-scale invasion of Ukraine that commenced on February 24, 2022.

The targeted aircraft is an Antonov An-124 belonging to the Volga-Dnepr Group. The aircraft, registered as RA-82078, has been stuck at Toronto Pearson International Airport (YYZ) since February 27, 2022, according to ch-aviation.com data.

Volga-Dnepr Group and its cargo subsidiary Volga-Dnepr Airlines recently faced sanctions imposed by Canada, due to the company’s participation in the invasion of Ukraine.

鈥淭oday, Canada is sending a clear message to the Russian regime that there will be nowhere left to hide for those who support and profit from the Kremlin精东影业 war of aggression,” M茅lanie Joly, Minister of Foreign Affairs said in a press release. “Canada has been there to support Ukraine精东影业 fight for freedom since day one and we will continue to be there through their victory to aid in their reconstruction efforts.鈥

The government of Canada has announced it would collaborate with the government of Ukraine in exploring various options for redistributing the seized asset. The objective is to utilize the asset for compensating victims of human rights abuses, restoring international peace and security, and contributing to the rebuilding efforts in Ukraine.

In total, Volga-Dnepr Airlines, which operates a fleet of 10 Antonov An-124 aircraft, is facing challenges with four of these planes stranded at various international airports. Aside from the aircraft seized by the Canadian government, three Ruslan planes are stuck at Leipzig/Halle Airport (LEJ) in Germany.

    The Canadian government will confiscate and transfer an Antonov An-124, nicknamed the Ruslan, to Ukraine in a fresh package of sanctions. 

    According to an announcement from Denys Shmyhal, the Prime Minister of Ukraine, the decision was made following a meeting with his Canadian counterpart Justin Trudeau and Canadian Deputy Prime Minister Christie Freeland. 

    Shmyhal has been on a visit to North America, including the United States (US) and Canada, since April 11, 2023, meeting with the Canadian Ministers on the same day. 

    The confiscation is part of fresh sanctions that were introduced by the Canadian government on April 5, 2023. The sanctions also target Volga-Dnepr Group and its two subsidiaries, Volga-Dnepr Airlines, AirBridgeCargo Airlines, and ATRAN, another Russian cargo airline whose parent company is Volga-Dnepr Group. 

    Currently, a Volga-Dnepr Group Antonov An-124 is stuck at Toronto Pearson International Airport (YYZ), registered as RA-82078, according to ch-aviation.com data, where it has been since February 27, 2022, when it arrived on a flight from Ted Stevens Anchorage International Airport (ANC), Alaska, US. 

    Russia invaded Ukraine on February 24, 2022, which resulted in heavy international sanctions being imposed on the country’s aviation sector. These sanctions have prevented Russian-registered and associated aircraft from utilizing Canadian, US and European airspace, as well as a number of other countries. 

    Overall, Volga-Dnepr Group, whose subsidiary Volga-Dnepr Airlines operates 10 Antonov An-124s, has four aircraft of the type stuck at international airports. Excluding the one currently at YYZ, three Ruslans are stuck at Leipzig/Halle Airport (LEJ), Germany. 

    Previously, a US judge ruled against AirBridgeCargo in a case where aircraft lessor BOC Aviation was seeking compensation for lease defaults on three Boeing 747-8F aircraft. Lewis J. Liman, a US District court judge from the Southern District of New York, found in favor of BOC Aviation, awarding the lessor $406.2 million. 

    While BOC Aviation managed to recover one 747-8F, two are currently parked in Russia at Moscow Sheremetyevo International Airport (SVO).

    A United States judge ordered Volga-Dnepr Group to pay aircraft lessor BOC Aviation more than $400 million after the Russian-based company defaulted on the leases of three Boeing 747-8Fs.  

    Lewis J. Liman, a US District court judge from the Southern District of New York, found in favor of BOC Aviation, awarding the lessor $406.2 million.

    The trio of aircraft were operated by AirBridge Cargo, a subsidiary of Volga-Dnepr. 

    A recovered Boeing 747-8F 

    While BOC Aviation managed to recover one Boeing 747-8F from AirBridge Cargo, namely a Boeing 747-8F registered as VQ-BFE and currently operated by Air Belgium as OE-LFI, two other aircraft are still in Russia. 

    Ch-aviation.com data shows that AirBridge Cargo currently has 12 Boeing 747-8Fs stored at Moscow Sheremetyevo International Airport (SVO), including VQ-BFU and VP-BIN, which the lessor wants to recover from the sanctioned country. 

    The trial was held on April 3, 2023. BOC Aviation filed the complaint in March 2022, shortly after Russia declared war on Ukraine. 

    In the complaint, the lessor argued that the cancelation 鈥渙f reinsurance triggered a default under a provision of the parties鈥 lease agreement that requires AirBridge to maintain specific types and amounts of reinsurance鈥.  

    The agreement between the two parties allows BOC Aviation 鈥渢o repossess immediately the aircraft and its records in the event of a default by AirBridge, specifically authorizing BOCA to enter upon the premises where the aircraft is located and take immediate possession and remove the aircraft, by summary proceedings or otherwise,鈥 the complaint alleged.  

    However, when the Singapore-based lessor terminated the leases of the aircraft, AirBridge Cargo refused to accept the termination and demanded that BOC Aviation allow one Boeing 747-8F to be flown from Hong Kong International Airport (HKG) to SVO. The Russian carrier had already flown a pair of 747-8F aircraft owned by BOC Aviation from China to SVO.听

    Cancelation of insurance

    On March 1, 2022, the lessor was informed that the reinsurance policy of the three Boeing 747-8F would be canceled on March 7. Two days later, BOC Aviation sent a notice to AirBridge Cargo to cease the commercial operation of the three aircraft, stating that they would be put into 鈥渟torage at a location outside Russia by not later than March 7, 2022鈥. 

    The complaint depicted a timeline where the lessor learned of AirBridge Cargo精东影业 plans to fly VQ-BFE (now registered as OE-LFI) from HKG to SVO by checking HKG精东影业 departure table on March 6, 2022. This was the same day the lessor found out via flightradar24.com that the other two 747-8Fs left China and were en route to Russia. 

    When VQ-BFU diverted to Dubai International Airport (DXB) while it traveled between China and Russia, BOC Aviation精东影业 attempts to ground the aircraft at DXB were fruitless, the complaint continued.  

    Per ADS-B Exchange data, the aircraft only appeared on the radar shortly before arriving in Dubai, leaving the airport no longer than three hours after landing at DXB. Meanwhile, VP-BIN flew from China to Russia directly, appearing on the radar only after arriving in Russia, according to ADS-B Exchange data. Meanwhile, RadarBox.com data shows that VP-BIN departed Zhengzhou Xinzheng International Airport (CGO) and flew to SVO directly. 

    AirBridge Cargo previously said that, following a year-long voluntary suspension of operations, it would resume flights with the Russian-built Ilyushin IL-96s. The carrier ceased operations citing sanctions imposed on Russia and its aviation industry following the invasion of Ukraine.

    Russia精东影业 Volga-Dnepr has begun to fire its Boeing pilots as the cargo airline begins to move away from foreign-made aircraft.   

    More than 200 pilots belonging to two subsidiaries of Volga-Dnepr, AirBridgeCargo and Atran, will be fired, with the first having already received their notices in late July 2022.  

    The information by Russian news agency RBK, which referred to two independent anonymous sources within the company.  

    Volga-Dnepr is on its way to removing all Western-made aircraft from its fleet and retaining only Antonov An-124s and Ilyushin Il-76s, the sources claim as reported by RBK.  

    AirBridgeCargo used to operate 16 Boeing 747 freighters in addition to one Boeing 777, according to Planespotters.com . Atran精东影业 fleet consisted of nine Boeing 737 freighters.  

    Nearly all Volga-Dnepr flights, as well as that of its subsidiaries, were international, leading to significant problems after sanctions were imposed on Russia following the start of its full-scale invasion of Ukraine in February 2022.  

    AirBridgeCargo its Boeing 747s to lessors in March 2022. According to RBK, most of the company精东影业 aircraft will be returned in the coming months. The company will retain a skeleton crew of Boeing pilots in case a decision to return the rest of the aircraft to foreign leasing companies is made, RBK精东影业 sources suggest.  

    Volga-Dnepr currently three An-124 and four Il-76 heavy freighters. An additional nine An-124s have been grounded across the world due to ongoing lawsuits.  

    There have been reports that the company is set to receive another restored An-124 by 2024.

    A mysterious Ilyushin Il-76 cargo aircraft, belonging to Russian cargo airline Volga-Dnepr, has landed in Slovakia. 

    The flight was allowed to proceed even though the European Union and Russia have closed their airspaces to each other following Russia精东影业 invasion of Ukraine. 

    The event was noted by the flight tracking community, and numerous theories have been raised in response.  

    The real story proved to be more outlandish than some of the theories. In a press release, Slovakian Ministry of Economy revealed that the flight was permitted to enter EU airspace owing to an exception. 

    The aircraft carried nuclear fuel for Slovakian power plants between Moscow (DME) and Bratislava (BTS).  

    After the gas and oil, the Slovak economy has another energy sector ensured. I am glad that we managed it logistically and I also thank the Ministries of Foreign Affairs and Transport for the excellent coordination in dealing with permits,” Slovakian Minister of Economy Richard Sulik said in the . 

    Volga-Dnepr精东影业 flight came among several other alleged incursions of Russian aircraft into prohibited airspace.  

    On February 27, after Canada announced that it was closing its airspace to Russian airlines, Aeroflot Flight SU 111 was accused of flying through Canadian airspace.

    Volga-Dnepr Group has initiated a new sustainable aviation fuel (SAF) alliance in Eurasia between the region精东影业 key aviation leaders to ramp up SAF production and usage in Russia. 

    The new alliance will include companies such as Airbus, Gazprom Neft, Aeroflot, Volga-Dnepr Group, National Research Center Zhukovsky Institute, Federal State Unitary Enterprise State Research Institute of Civil Aviation, and S7 Group.  

    Seven aviation companies have already signed a declaration to establish the new SAF alliance in Eurasia, and will start by setting up a plan to increase SAF production and stimulate its usage in the region. 

    Denis Fisenko, General Director of AirBridgeCargo Airlines, part of Volga-Dnepr Group, said: 鈥淰olga-Dnepr Group is one of the major air cargo market players in the world. From our side, we are taking actions to mitigate a negative environmental impact 鈥 initiatives aimed at fuel consumption efficiency, deployment of eco-friendly freighters with lower CO2 emissions.鈥 

    The aviation industry aims to reach the goal of zero carbon emissions by 2050 by initiating various sustainability programs. 

    The key elements in reducing carbon emissions include a wide usage of SAF, investment in new aircraft technology with electric or hydrogen propulsions, continued improvement in infrastructure, and a wide usage of approved offsets, including carbon capture and storage technology, according to the International Air Transport Association (IATA).

    While visiting the MAKS 2021 Russian air show, a delegation of the cargo group Volga-Dnepr discussed with Irkut the potential to develop a freighter version of the upcoming Russian airliner MC-21.

    鈥淎mid the capacity constraints, emerging demand for freighters and increase of cargo volumes worldwide Irkut Corporation is in favourable position to commence the freighter program,鈥 the carrier wrote in a statement. 鈥淰olga-Dnepr Group might become the possible launch customer of the MC-21-200 freighter version.鈥

    The MC-21 is a medium-haul plane capable of carrying between 132 and 211 passengers 鈥 a prized market segment. It is destined to replace the Tu-154 and Tu-204 in Russia and aims to compete on the global market with two best-sellers, the Boeing 737 and the Airbus A320. 

    Deliveries are slated to start by the end of 2021, according to the trade and industry minister Denis Manturov, with its launch customer being the Russian flag carrier Aeroflot. So far, the airliner has attracted 175 firm orders, in their vast majority from Russian airlines. No order was placed during MAKS 2021. 

    Meanwhile, four Russian carriers have placed orders and options for the Sukhoi Superjet regional aircraft during aishow, for a total of 58 aircraft.

    The Russian air carrier Volga-Dnepr Airlines is restarting its commercial operations with An-124-100 freighters. The airline精东影业 whole fleet of the aircraft type was grounded following a runway excursion incident. 

    On December 29, 2020, the airline announced that the first Antonov An-124 cargo aircraft has already run necessary technical checks and is ready for takeoff for commercial operations. The air carrier outlined that it will step into individual negotiations with its customers regarding the returning to service and the availability of An-124s.

    鈥淚t appears that we have been able to restart our An-124-100 operations before the end of this year. We are in the process of the diligent execution of the service directives, the technical checks are on the right track,鈥 said Konstantin Vekshin, the Chief Commercial Director of Volga-Dnepr Group in a statement.

    鈥淎s expected, our first An-124-100 is back in the air again. The ultimate return will be incremental and we will still take our time to follow the guidelines reflected in the service directives,鈥 noted Vekshkin.

    The Volga-Dnepr grounded its eight out of twelve Antonov An-124 freighters after a serious engine incident on November 26, 2020. The immobilization posed a problem as freight transport capacities are already barely sufficient during the ongoing COVID-19 pandemic.

    The incident occurred on November 13, 2020. The Antonov An-124-100 freighter, registered as RA-82042, took off from Novosibirsk-Tolmachevo Airport (OVB) on its way to Wien-Schwechat International Airport (VIE). It was carrying 14 people and 84 tons of automotive spare parts.

    During takeoff, the plane suffered what appeared to be an uncontained failure of the No. 2 engine. Following a preliminary investigation, Rosaviatsia found out that debris damaged the wiring and cut off the power supply, resulting in loss of communications, all electrical systems and instruments, brakes, and thrust reversers. The flight crew decided to go around and land back in Novosibirsk. Upon landing in the departure airport, the aircraft suffered a runway excursion and its nose landing gear collapsed.
